It is best to check with HDB if your eligibility is affected by this undeveloped plot of land. Is the land meant for residential, commercial, industrial or agricultural? These could be helpful to know so that you are able to justify your case to HDB in the event of rejection.

Your boyfriend can be the sole owner of the HDB with you as an essential occupier after you obtained your SPR.

1. According to HDB rules, you would need to dispose of any private properties, 30 months prior to the HDB flat application. Unless you're buying a resale flat without any CPF housing grants. You could submit an appeal to HDB to see if they would allow you to keep it, as it seems to be non-residential (case by case basis). This rule also includes essential occupiers. 2. If your boyfriend is eligible to own it by himself (Singles scheme), he can buy under his own name, but he won't be able to add you in as an occupier until you're married. Alternatively, you can marry first, and buy it under Non-Citizen Spouse (He's the owner, you're the occupier) / Public scheme when you're a PR (you can be a co-owner).
