Is it normal for landlord to ask electricity bill be in tenant’s name?

We are looking at renting a whole two story unit. Previous tenant left 10 days ago and electricity is shut off. Landlord claims he has been done wrong by previous tenants who have left Singapore and left him with outstanding electricity bills, so he is requesting we put it in our name. This means we also cannot check everything is working. I know we have one month from move in to have appliances replaced on his dime, but it feels uncomfortable to sign a lease before checking everything works.

Hi Alexa,

Typically the electricity and water bills are under tenant's account for whole unit rental so in this instance, landlord is not wrong, but I do understand your concern that you are unable to check if everything is working upon moving in if the connection for electricity and water is not in place by the time you take over the apartment, in such a case, if you are uncomfortable in taking such a unit, then you should not take up the lease. Alternatively appoint an agent to represent you for the negotiations process instead of fronting the entire transaction on your own.
