I'm single and wish to purchase a new hdb flat with my mum. My mum currently own a 5 rm flat over 20 yrs and above. I understand we need to pay a resales levy. Do we pay the levy the moment we submit our application OR we only pay when we get our new flat?

resale elevy is payable when the 2nd flat is ready or after sale of existing flat.
