Yes its possible so long the MOP of 5 years for current hdb is met and the finances are ready to complete the purchase. However, you be required to sell off your current hdb within 6 months after key collection to your next hdb, which means a tighter timeline to sell off your flat and can affect your sale price.

Definitely not advisable but possible , provided you have the financial means to buy before selling , AND willing to sell off your hdb reasonably cheap , therefore very quick it will be sold .

Yes it is possible to purchase the flat that you are keen first before selling off your unit. However, this approach is not recommended because you will end up servicing both flats and will be bounded by the 6 months timeline to sell your current flat. You may not get the best price for your current flat as a result. In terms of finances, you may require a bigger cash outlay as you will not be able to reuse the CPF and sales proceeds that are currently tied to your current flat.
I have encountered a similar situation before my clients before and with careful planning of the timeline, they proceeded to purchase first and after which managed to sell off their flat at the target price.
