Hi Anonymous, thanks for writing to us on AskGuru.

You can purchase a resale flat in the open market under the Non-Citizen Spouse Scheme where your non-citizen spouse must be listed in the application as an occupier.

Based on your income of $2,000 per month, you are eligible for the Singles Grant and Enhanced CPF Housing Grant (Singles) of $25,000 and $40,000. You can read more about it here: https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/resale/financing/cpf-housing-grants/noncitizen-spouse-scheme

Let's say you plan to buy a 3-room resale flat at around $300,000, you can get up to 90% financing from the HDB.

Assuming you intend to apply for a 25-year HDB loan amounting to $270,000 with a combined CPF savings of $30,000, there's a list of payments which we've broken down below.

Costs and Fees Amount Payable Payment Method
Deposit (includes booking fee) 5,000.00 Cash
Valuation fee 120 Credit card
Resale application administrative fee 80 Credit card
Stamp duty on option (based on $300,000 flat price) 4,200.00 Cash/CPF
Stamp duty on mortgage 393.00 Cash/CPF
Conveyancing fee for OTP (based on $300,000 flat price) 289 Cash/CPF
Conveyancing fee for Loan (based on $270,000 loan amount) 369.9 Cash/CPF
Registration and microfilming for transfer of ownership 38.3 Cash/CPF
Registration and microfilming for housing loan 38.3 Cash/CPF
Buyer’s caveat 64.45 Cash
Mortgagee’s caveat 64.45 Cash
Title search fees 10.4 Cash
CPF Home Protection Scheme (HPS) mortgage insurance 238.29 CPF
Fire insurance 4.5 Cheque
Flat selling price (to be paid by HDB loan; 90% LTV) 270,000.00 Loan
Flat selling price (to be paid by CPF savings) 30,000.00 CPF
Flat selling price (to be paid by CPF grants) 65,000.00 CPF
Total: 350,190.59

After deducting the Enhanced CPF Housing Grant (Singles) of $40,000 this will be ($350,190.59 - $65,000 = $285,910.59)

Do note, this is just an estimate as we do not have your full financial details. You may refer to HDB's Resale Financial Plan here to input your own data: https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/resale/financing/financing-your-flat-purchase/financial-tools/resale-financial-plan

Hope this answers your question.

Best Regards,

Good morning buyer,

Yes you are eligible to purchase a resale HDB under non citizen spouse scheme.

As a Singaporean, you are eligible to obtain HDB loan thus I will advise you to apply for HLE first to gauge how much loan can you obtain. Do take note that only your income will be taken into consideration.

You will be eligible for these few grants if you meet all the conditions:

1) Singles grant of $15k

2) Additional housing grant for singles of $7.5k

Expenses for resale HDB buyer will be as such:

1) $200 valuation fee
2) $80 resale application fee
3) HDB legal fees
4) agent commission (1% of purchase price)

Hope my explanation helps! Cheers.

Warmest Regards,
