Yes you are eligible to purchase a resale HDB under non citizen spouse scheme.
As a Singaporean, you are eligible to obtain HDB loan thus I will advise you to apply for HLE first to gauge how much loan can you obtain. Do take note that only your income will be taken into consideration.
You will be eligible for these few grants if you meet all the conditions:
1) Singles grant of $15k
2) Additional housing grant for singles of $7.5k
Expenses for resale HDB buyer will be as such:
1) $200 valuation fee
2) $80 resale application fee
3) HDB legal fees
4) agent commission (1% of purchase price)
