If both HDB buyers are SPR, they need to be holding that status for more than 3 years before they are eligible to purchase resale HDB unit. However, if one party is SC, they can buy resale HDB under non-citizen spouse scheme.

Good day to you Mr Louis,

I understand that your friend who is a PR is looking to purchase a HDB flat together with his/her non citizen spouse.

In order to be eligible to purchase a HDB Resale Flat, a couple has to be either a Singaporean and a PR or both PR or both Singaporean.

In the case whereby both are PRs, the couple can only purchase a resale flat if both their PR status were obtained 3 years ago from date of application of the flat.

A couple with 1 Singaporean and 1 PR will be eligible to apply for a BTO, whereas, a couple with 2 eligible PRs can only apply for a resale flat.
