The correct process is to wait for 15 months, if not you can try appealing. By falsely declaring, you run the risk of being found out and being penalised. I am actually appalled at the actions of such agents, for giving such advise to you. False declaration is a serious offence and is chargeable in court. I strongly advise you not to go down this route.

I fully understand your needs for housing. My suggestion is for you to appeal to HDB for a waiver of this 15 month. Should you be successful, you can proceed to purchase your HDB flat. If you're unsuccessful, you can still explore the option of a private property instead, which may not be a bad thing afterall?
