Hi,

I would say there would be pros and cons in both

For Option 1)

You may purchase a 4rm flat and having extra cash/cpf for purchasing another condo, but may need to wait for another 5 years before you could purchase your 2nd property.

Option 2)

You may upgrade to a condo immediately, however, your cash/cpf may either fully/almost utilised on this upgrading.

May I know more details such as your nationality?
Are you eligible for new EC? If yes, I would suggest you to upgrade to new EC as the profit margin for EC is much higher.
