Hi,
1) Every 1st timer application always has the highest priority among others to get a BTO.
2) In order to maintain the high chances, do not do the following:
(a) change flat type
(b) change the estate
You should have a high chance if you did not do the above, as your application shall move towards the front after every unsuccessful bid.
3) In order to know whether the prices are overvalued, you have to check the past 6 months' transactions of the surrounding. As that reflects the current market rate.
Personal opinion should be avoided whether it is overvalued, as that will only trigger personal emotion to look at the logical outcome. This is not going to help in your decision-making process.
4) You have to wait for 5 years MOP to complete before you are eligible to apply for BTO. The starting date is the day you collect your keys to the resale.
