If you can afford another property, a private one, and without selling your HDB, it is always worth the investment. You can always use the rental yield from your HDB to serve the monthly instalment of your private.
On the bank loan, 80% is possible and you need to do your calculation to see if you have the 20% upfront for the private. I would be glad to help you hunt for your dream home and then rent out your HDB.
