Did the tenancy agreement state anything on this subject matter of chemical cleaning and gas top up on air-con maintenance?
For most tenancy which I am handling where I represented landlord, I made it a point to indicate in the tenancy agreement that chemical wash and gas top up should be borne by the tenants as they are the consumers of the aircon itself, but I do have specific cases where tenants rejected this clause and landlord agree to take it on.
In conclusion, this subject matter is an issue to be settled privately between the tenant and landlord. Not all details can be covered by the tenancy agreement itself as some issues highlighted can be really subjective, for example how hot the water is from the water heater and how cold is the aircon.
It is important to have a frank discussion with the landlord over this matter to resolve it amicably.
