Hi Alex,

There are more informations needed from you before a more comprehensive answer can be delivered. I will try to provide a brief reply based on your limited informations provided in your Question.

If your current HDB Flat is your 1st direct Purchased Flat from HDB you need to occupy the Flat Physically for a period of 5 years BEFORE your can made a purchase of a Pte Property.

CPF can used up to 95% + Stamp Duties in your Pte Property Puchase (General Guides).

Government had stopped the Deferred Payment Scheme on 20th Oct 2007. You will not have any such scheme for any New Launches, UNLESS the approval has been given before 20th Oct 2007.

BUT Some Banks do offer IAS for new Launches which is quiet similar to DFS but subjected to Bank Approval (by case).
