Hi Mr. Wazihan,

1) You have to obtain assistance from HDB, as they are the only authority that could assist you.
Do remember the person who attend to you as different officer might has different method dealing with the same case.

2) Seller below valuation will need valid reason as this will affect the selling price around your area.

3) $650,000 below valuation is a lot of money, do prepare good reason for them to do it.

4) Stamp duty is based on valuation from IRAS.

5) You must have minimum (CPF + loan + cash) capability to return to their CPF.
