Banks have indicative prices for condo. And most banks will try to match your offer against the indicative, unless you are offering at a very unresistable price.
If that's the case, you will have to top up the balance, similar to COV for HDB units.
You might want to try asking some other banks and choose the one that's to your preference.

There is a valuation for private properties but for a start we look at the bank indication of the property. Normally banks will give a bank indication of the property of how much it is worth. If we are offering at the indicative price or slightly higher, the bank will match or try to match. Once the sale is confirmed, then the bank will send a valuer to do an official valuation of the property. This valuation will not affect your loan in any way.

Of course another thing that we cannot forget is to do a In-Principle-Approval for your loan from banks. With this approval, you will know how much the bank can loan to you based on your income and commitments.
