I'll address your questions breaking down to following:
(1) Extension of 3 months is the maximum period permitted by HDB. As you may understand any newly purchase flats (BTO or resale) are not allowed to rent out whole unit.
You may request for rents during this period, because you are paying the property tax implied you are the owner.
(2) Cash: How much cash you can receive from sale proceed dependent on the amount to pay any outstanding loan and back to CPF OA account.
Thus if you have engage a real estate agent, you may request him/her to do an estimate amount you could receive in cash.
(3) Enhanced Contra Scheme even eligible might not be the best option. In fact, this is only encourage only under certain situation.
Since you already received HDB loan twice, you are not eligible for it.
If your current CPF + cash does not sufficient to pay for the newly purchase flat, you are encourage to get loan from bank.
Additional:
You may apply for renovation loan from bank if you encountered short term cash shortage. Especially from the bank that grant you the housing loan, they might have some promotion or concession on renovation loan.
