As long as no option is issued, the verbal agreement is not legally binding. Supplementary agreements are not allowed and recognised by HDB. We advise you to confirm and negotiate the price when the Minimum Occupation Period (MOP) is met.

Yes, you're right. Seller will need to meet the MOP before being able to Register their Intent to Sell. They will also need to observe a 7-day cooling period before being able to issue the OTP to a Buyer.
