The common practice is the forfiture of the initial deposit and the pro-rated refund of the agent commission (in your case, 21/24 X 1 month commission + GST).

Dear tenant,

Subject to the signed tenancy agreement terms and conditions, it is not as straightforward as forfeiting your security deposit and paying 1 month agent commission. Most 2 year lease for foreigners has a diplomatic clause that can be applied after 12 months stay and will require the tenant to give a 2 months notice to landlord in order to vacate, but this clause only applies if tenant need to move out of Singapore.

Otherwise, tenant will be subjected to compensate the full amount of the tenancy agreement, therefore in your case, landlord can go after the balance 21 months rent which you have not fulfilled. 1 of my rental transaction was quite similar to this, where tenant just renewed for 2 years lease but was posted out of Singapore by the office just about 3 months into the new tenancy agreement. Landlord took legal action against the tenant and tenant had to pay the remaining months of rent until they fulfilled the duration of lease where they can invoke on the diplomatic clause.

Read the tenancy agreement carefully and if you are unsure about the terms and conditions, I will advise you to seek professional legal assistance.
