As long as you have the hard copy OTP issued and have exercised the OTP thereafter, its legally binding and both parties have to proceed with the sale.

For most HDB transactions you be looking at, its usually cases of similar scenario, where owners need time to get another place. If you really like the flat, timeline wise you probably have to meet their requirements, but perhaps can use that to get a better price.

This is where an agent can value-add in terms of having a grasp of the comparable valuations nearby, timeline coordination and price negotiation, resulting in a hassle-free transaction for the buyer as we can visualize the plan going forward. If you are unsure, it might be ideal to engage an agent to avoid legal complications.
