Thanks for posting in Proeprtyguru and congrats on your intention to upgrade!

Basically we still have more than a year before your MOP is fulfilled. Yes there are cases whereby the appeals are successful for them to sell early but their reasons are usually very strong. So we will need to see what are the reasons that we have.

I believe that you are very aware of the rules of MOP.

I am very certain that your case will be rejected by HDB. You will not be able to book an EC now, and sell your current flat when the EC is about to TOP.

The only way possible is for you to provide HDB with a very strong reason for you to sell away your HDB before you meet MOP. You will need to justify why you will need to sell your unit before your MOP is up, and it will be on a case-by-case basis.

In the event that HDB approves your sale, you can sell off your unit, and after the sale, apply for the new EC. The drawback would be, you will need to find a place to rent, until the EC is ready for you to move in.

For BTO cases about 1 year to MOP, definitely the appeal process is required, and yes you are right that there are some precedent cases, but usually there are very strong family reasons for that to get approval, which is the exception rather than the norm. Definitely, you need to get the appeal approval before you can book any EC unit. I am presently involved with Hundred Palms EC project and will be glad to share more on the best approach, however I would need to understand your situation further to make better recommendations.
