The cash outlay will depend on which type of loan you will be taking.

1) HDB loan, you can loan up to 90%. 10% downpayment can be fully paid by CPF.
2) bank loan, you can loan up to 80%. 20% downpayment must be paid by at least 5% cash and the rest can be by CPF.

You mentioned about Jan 18. It will be your banquet or solemnisation or both?

If you wish to have an unit ready to move in straight after wedding banquet, you are advised to purchase first and renovate if necessary. But by doing so, you have to get your marriage cert ready by second appointment especially if you are obtaining a HDB loan or housing grant.
