Hi,

1) You may see under Eligibility listed under HDB web.
https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/resale/eligibility-

2) All eligibility need at least 1x SC except 3 of them.

3) There are only 3 types eligible for PR, all of them must be at least 2x PR, and form a family nucleus:
married couple, parent & child, fiance & fiancee. Note that sibling + sibling is not on the list as well.

4) if you manage to get citizenship, you may apply under the Non-Citizen Spouse Scheme.

5) If she manages to get PR. 3 years later you will be eligible under Public Scheme.

6) Note that if your baby received citizenship, you will be able to use your child to apply with you under the Public scheme.
