Hi, yes that is the standard practice for diplomatic clause to take effect. Min stay of 1 year and plus 2 months of early notice informing landlord.

It is not a standard. Lease terms can be negotiated and agreed between tenant and landlord.

Typically, Singaporean tenants are not considered to be eligible for diplomatic clause, simply because diplomatic clause is where the tenant is required to leave Singapore for good as their employment in Singapore is affected. They got no choice but to leave Singapore as they no longer have valid visa status to stay on.
