There is usually no issue from my understanding, given that it takes approx 4 years for BTO to be ready, and during this 4 years, the younger applicants whom maybe at the beginning of their career at the point of application could have developed their career along the way and have their income increased. If you have concerns on this, you may wish to redirect the question to HDB.
