Hi,

If you plan to use the ECF, things will be a bit more tricky because yes, the seller of the unit you are buying from firstly can't use ECF, and also has to wait for you to secure a buyer before the resale applications can all be submitted together. If the unit is popular, the seller may also choose not to go ahead with such condition. To manage expectations, it is best to engage an agent who is well versed in such high pressure situation to plan for a smooth transition.

I have worked in similar cases like your described situation before and can definitely understand the stress involved especially after identifying a unit you like to purchase but having no concrete offers for your own place.

Prior to commencing any actions in such processes, I have always made it a point to understand the requirements of the client and if they have specific needs. In cases where you have identified a unit to purchase but mention that there is no buyer for your unit, I will always probe for the reason on why is there no buyer for your unit. Is marketing strategy wrong in the first place or is the positioning in terms of pricing not ideal in market situation.

If it is due to pricing, then will making adjustments be acceptable to the situation? Over my past 10 years plus of experience in this business, I have to say that not all flats will sell fast even if we decide to sell it undervalue, as there are just certain areas where demand is extremely low while supply is high. This makes the whole sale process more challenging and for your case, even worse.

I have personally concluded my cases using the ECF. In today's market conditions, it is easier to buy as compared to sell a HDB due to the oversupply of resale flats in the market. Therefore, in the current market, I will usually advise my clients to secure a buyer for their flat first before planning for the purchase using ECF.

ECF works just like normal transaction and the difference is that it allows both selling and buying completion to be done at the same time. For normal transaction, the buying completion usually is timed at least 3 weeks after the selling completion to allow for funds from the sales (CPF) to be remitted in time to settle the funds needed for purchasing. For ECF, HDB will contra off price of sales and purchase without requiring buyer to wait for the selling funds to remitted in for the purchase completion to take place. Reason why buyer choose this method of transaction is to ensure that they can have access to the house in time to prepare for move in after selling their flat. However you have to meet the eligibility conditions for ECF such as your current house should not be under mortgaged by bank, the house you purchase is either fully paid or usage of HDB loan and the buyer to your house and the seller of the house you going to buy did not use ECF too. Normally, we will ensure your house is sold first before quickly looking for a house within 1 month timeframe so that the selling and buying appointment can be scheduled at the same time.
