Hi Guru! Me and my girlfriend are looking for a 4-room HDB resale flat in Bukit Batok. We have some questions:

1) Do we need to ROM first then start looking for the flat?

2) We are applying for housing grant. When do we need to submit our marriage certificate?

3) How long is the transaction?

4) Can I use the HDB loan to pay part of the COV?

5) Is there any other misc costs beside COV and agent fee?

Please kindly advise =)
