I guess you are referring to HDB resale flat.
Your question the way I look at is 2-tier. Let's talk abt the 1st tier: i.e. you buying with your mother (provided that under her name she does not own any HDB flat):
Under HDB Public Scheme:
Family Nucleus
Husband, Wife & Children (if any); or
Unmarried Child & Parents; or
Widowed/ Separated/ Divorced & Children under legal custody.
And, the next question to ask is if you are planning to take any housing grant for this HDB purchase:

Applicants who are successful in getting the CPF Housing Grant are considered as having enjoyed a first flat bought directly from HDB. They are to:
Fulfill a minimum occupation period of 5 years.
Wait 5 years before submitting an application to HDB for a second direct purchase flat.
Not invest in any private property during the 5 years occupation period.
Pay a resale levy upon selling the flat if purchasing another direct purchase flat.
The 2nd-tier is if you are buying with your girlfriend:
ELIGIBILITY SCHEME FOR BUYERS - FIANCE/ FIANCEE CHEME (Pg 1 of 1)
This scheme allows a couple planning to get married to purchase any type of resale flat in any area.
However, the couple must subsequently get married and produce their marriage certificate within 3 months from taking possession of the flat.
If the Fiancé and Fiancée are applying for the CPF Housing Grant, they must produce the marriage certificate before the completion date of the transaction.
Touch wood if during the process of allotting a unit to your and your girlfriend, and something happens that one decides to withdraw, all deposits, stamp fee, and other associating costs involved in the purchase will be surrendered and the purchase rights shall be void and null.
