In my opinion, this is a good time for an upgrade. Let me share with you why do I think so:
1. HDB prices have stabilized after a few years of upswing. We do not expect HDB prices to increase drastically over the next few years in view of the weak economical outlook globally and the massive supply of BTOs planned by the government. So, it may be a good time to sell your HDB since the upside is limited.
2. It is a buyer's market now with a lot of new, resale condos and landed houses looking for a buyer. It is a buyer's market as there are more sellers than buyers. In a buyer's market, sellers are more willing to negotiate and lower their price expectations. A couple of my buyers have managed to pick up very good buys, ie a price much lower than valuation in the market.
3. If you are open to the option of renting, you can explore it as well while sourcing for a suitable property. However, I do not recommend renting in the long run as you should get a property early so that you will be in time to ride on the next property cycle.
