I actually believe that your representing agent will be able to answer these questions, if not the seller's agent will be able to answer these questions, unless both parties are unrepresented.

In such a scenario above, apart from conforming to the regulations applicable in the form of extension requirement, if you are ready to extend this extension agreement to the seller in the first place, if seller does not proceed to purchase another HDB to qualify for this extension, are you still agreeable to proceed with this extension if seller is ready to move out at the end of this 3 months extension?
Rules are rules, however, if we do not understand the circumstances on ground, it will be difficult for us to make a right decision. I'd really suggest you to speak to the sellers or their representative directly to find out about the situation and make a judgement call on what you should do after knowing the situation and listening to the various opinions here.
