For your case, you will not be able to include your finance name as one of the owners as you will incur a higher Additional buyer stamp duty. If your intention is to move in quickly then a resale EC will make sense. However, if you can afford to wait, then a new condo is better.
Unfortunately you will not be able to get loan based on your combined income as her name will not be included as one of the owners. The loan assessment will be based solely on your income which will mean a higher cash outlay.
