I'm a new citizen, under 35, looking into the possibility of purchasing a resale HDB flat with my mom, who is a non-resident. I have a couple of key questions regarding our eligibility and the process:

Eligibility Criteria: Am I eligible to buy a resale HDB flat under the Public Scheme or any other scheme with my non-resident mother (only 2 persons)? What are the specific conditions or requirements for new citizens and non-resident family members in this context?

Process and Considerations: If eligible, what are the critical steps and considerations (financial, legal, etc.) I should be aware of in this buying process?

Your non-resident mother has any long term visit pass here in Singapore? The first step to HDB purchase will always be to apply for HFE. From there, you can work on submitting your family nucleus based on the public schemes you are intending to purchase under and you will then know if you are eligible to purchase a HDB based on that scheme, On top of that, you will also be required to submit your income documents for home loan if you are intending to take up HDB loan, and housing grant assessment.

Hi,

1) Yes, you are eligible to buy with your non-resident mother under the Non-Citizen Family Scheme.
2) Your mother must be holding an LTVP or work pass of at least 6 months from the date of issue at the time you submit your resale application.
3) Note that since you are under 35 years old, there are no grants available for you.
4) You may start your home search 3 months after your mom collected her pass, but cannot place any offer until 3 months later.
5) You are supposed to apply for an HFE letter to understand your financial status to determine which types of flats match your current financial situation.
6) I would suggest you go through the HDB web (hdb.gov.sg) to understand more if you intend to do it yourself.
7) The only reminder I like to highlight is you are not to place any offer until you receive an approved HFE and your mom's LVTP reaches the 6-month mark.
8) You must have a 20% downpayment (cash and/or CPF) for the purchase as an HDB loan can only support you up to 80% LTV (Loan-To-Value).
