Firstly, your landlord is not allowed to lock one room and sublet the remaining rooms while staying elsewhere.

Doing so is a serious infringement of HDB's rules and regulations which may see HDB imposing a fine or even confiscating your flat.

You may report him to the HDB.

Secondly, your landlord must return your deposit. Otherwise, it is a breach of the tenancy agreement. You may consider reporting him to HDB first and then taking him to court for not adhering to the terms of the tenancy agreement.

I suggest that you should approach the agent who assisted you in renting the flat. Afterall, you paid for his services, so I think it's only right he acts for your interests.
