Foreigner Purchasing HDB, Condo.
Hi, I am a foreigner who would be transferring to Singapore with a working visa theough a company.
I am interested to understand following when it comes to foreigner to purchase a HDB or Condo please.

1. I heard purchase is allowed even for foreigners. Is this correct?

2. What is the tax rate for foreigner with or without Permanent Resident ?

3. How much loan is allowed for a foreigner?

4. I heard purchasing HBD and Condo has different characteristics. For example condo's purchase is not really a purchase but I would have to return the property after a long years. Is this correct?

Dear Buyer,
HDB flats can only be bought by Singaporeans or PRs. As such, foreigners can only buy private condos or apartments. There is also a 30% ABSD applied over and above the purchase price as tax and paid to the IRAS.

If you purchase a private condo or apartment, there is nothing to stop you from holding the property for a long time even if you are posted overseas or move on to live overseas. You can rent out safely. Do contact me directly for further options and advice.

To answer your question
1) Yes foreigners are allowed to purchased a Condo but not landed unless with government approval.
2) The standard stamp duty rates applies to all is:
First $180k: 1%
Next $180k: 2%
Next $640K: 3%
Subsequent amount: 4%
In addition, additional buyer stamp duty applies to foreigners with rates as below:
PR: 5% for first residential property
Foreigner:30%
However you you are a citizen or permanent residents of Iceland, Liechtenstein, Norway, Switzerland or USA, you can be exempted from the ABSD.
3) There is no difference between foreigners and citizens when comes to loan. MAS allows 75% of the house value to be financed through loan though other requirement would apply too.
4) Not true. Most condos in Singapore have a 99 years lease while some is freehold. For those with 99 years lease, the land have to be returned to the government after he lease is up. As Singapore is a young country, there are very few examples of lands that has reached is lease expiry and non of it involves condos. However from the current trend, old condos will be push for en-block sales and sold to developer with owners making a hefty profit.

Hi Young,

1. For foreigners, you will not be allowed to purchase a HDB flat. However, you may purchase a private apartment or a private condo.

2. For permanent resident, the tax rate for first property is at 5% whereas for foreigner, it is 30%.

3. You will be able to obtain a loan of up to 75% of the value of the property. The eligible loan amount is also dependent on your age and income level. It is always recommended to do a loan assessment beforehand so that you can be aware of what is a comfortable budget.

4. I think you are referring to the different type of lease tenure in properties. In Singapore, there are some with a lease of 99 years, some with 999 years and some with freehold. The longer lease properties do not necessary mean that they are a better buy as other attributes of the property are also important.

Hi Young,

You may have some wrong information there. Foreigners are not allowed to purchase HDB flats. You can only purchase non-landed private residential in Singapore.

The tax rate will depend on which country are you a Citizen of. You may be liable for up to 30% in Additional Buyer Stamp Duty (ABSD) for your first property. This is on top of the normal Buyer Stamp Duty (BSD) that is applicable for all property purchases, regardless of Citizenship.

In terms of loan, you may be able to get up to max 75% financing, subjected to your Total Debt Servicing Ratio (TDSR).

For tenure of property, you can purchase a property with Freehold titles (instead of 99-year leasehold) if you're concerned about "returning" the property.
