4. If both of you are co-owners, you can only clear outstanding loans but cannot remove any name.

By the way, sorry you can’t decouple or change any status in your case as HDB had closed this loophole and not allowing any HDB owner doing so. And what most of my client does is to sell away the existing HDB and both the couple went ahead to purchase a private property each.

Hi Mr Lim,

HDB does not allow decoupling unless there is genuine reason to do so. In the event that you have the approval to do so, then ABSD is not applicable on your wife when she buys the condo given that she is no longer an owner of another residential property. For outstanding loan, you can arrange to take over the existing loan and refund whatever moneys that your wife has paid using her CPF including the accrued interest.

Hi Xyng Fei,

Unfortunately you can't do "decoupling" for HDB, it is called change of ownership for HDB and it is no longer allowed unless for special circumstances scenario such as divorce or financial hardship.

To own 2 properties, one way could be to sell the HDB and purchase 2 private properties under individual names. This will minimize the upfront costs. Another way could be to purchase a resale HDB and go for the owner-occupier method, but that will mean another MOP of 5 years and assuming regulations do not change thereafter.

    Thanks Ivan. Sell the current HDB and purchasing another HBD is not a good option for us. We are quite comfortable with the current unit. However, we are thinking to secure another unit for investment purposes. However, 17% ASBD is too much for us to afford especially since we are looking for a condo unit. For HDB, it is not possible to decouple and change your spouse to be an essential occupier regardless of whether there is an outstanding loan. Therefore, most people will sell the current HDB to upgrade to a private property as the ABSD is quite a significant amount.

Hi Xying Fei,

1) HDB does not allow couple owners to decouple thus this option is out.
2) Same as (1)
3) If you are SC/SC or SC/SPR family then your spouse can buy a condo. She will be subject to ABSD according to the count of 2nd property.
4) Since decoupling is not an option, thus I will touch on the loan amount. She still has an outstanding loan in the current HDB flat. Her loan will be limited to 45% LTV.
5) If you deem to gain from property the best option would be to upgrade to an EC because it will be a lower quantum compared to the private.
6) You should make a significant amount from the EC by the time you decided to retire and shift back to HDB.

Unfortunately, decoupling (or change of ownership) is not allowed for HDB unless special circumstances.

If your finances allows, you may consider selling your HDB and buy 2 private properties under each person name without paying ABSD.
Recently i had helped a client restructure their property asset such that they sold off their HDB for a good profit and bought 2 private properties, 1 for own stay and 1 for investment.
