I am not so sure, but if priorities are listed right, the confusion could possibly be reduced.
1) New launch condo size can be potentially much smaller than the resale condo units, therefore if the need for space is on the high priority list, then it can be quite easy to decide to go for resale condo.
2) Soon to TOP condo will still require renovations unless you decide to go bare with just installation of lights and curtains. Developer provided appliances typically only consists of washer/dryer, refrigerator, water heater and built in oven. These appliances if purchased in retail stores will typically not be too expensive therefore the only possible difference is the defect liability period given by the developers. Speak to your renovation contractor for such warranty too, which I believe most will provide.
Therefore if size is not a big issue, and you are open to both resale and new launch that is going to TOP soon, I believe that the feel of the property will be important. No 2 projects are the same, location wise and entry price could be the main difference and can appeal differently to different individuals. There is no doubt that some agents will push for new launch projects given that developer commission tend to be more attractive, however, there are still agents who believe in assisting their clients in working out their priorities and recommend the best fit solution instead.
