A head tenant has expressed interest in me renting the room, and being roommates since late March. We started the negotiating phase on 31 March. I offered to submit the Letter of Intent, and Good Faith deposit to prevent her from renting out the room twice, latest 7 Apr. She seemed to be willing to act on goodwill. On 8 April, when we have arranged to meet, and sign on the document, and transfer the deposit at 5pm, I updated her of the document, she informed me she has already given the room to another party. Is there an organisation I can report such behaviour to?

There were other matters that I didn't get a clear answer on. She said the Landlord was an old lady, who transacted through a property agent. When she showed the room mate agreement, she listed a Company and a registered number as the landlord. The company does not have any correspondence details. So I can't check with the Landlord, property agent, or the registered company whether
1.is it legal the room can be rented out
2. the main tenant has be given the right to sublet
3. To be in correspondence with the Landlord if the the property goes on en bloc, and the landlord fails to inform any of the tenants that the lease is going to run out
