Hi Jonathan,
I think you have really done your homework ... 689sqft studio units in The Sail is a rare commodity because you can't find any other studio units with a direct bay view - to be exact, there are only 55 such units.

I have a studio apartment near Boon Keng Area.
TOP is only in 2014 if you do not mind waiting. But you can get it now at a very worthy price.
This area is close to the city and is not too far away.
Let me know if you are keen.

what is the right price for the sail?
the sail tower 1 was launched at $900 to $1000 psf for bay units...
it has gone up in excess of $3000 psf during peak
the sail is one of the highest subsale transactions done!
so price is relative, so do you think this is the right time to buy in anticipation of the IR coming on stream 1H next year?

The market in the past 2 mths has more or less stabilised although there may still be some small decline in prices in developments located in the core regions. in my most humble view, I would say that there is no such timing of good or bad time to enter the property market.The crux of any buyer's/investor's decision shall be based on his/her needs & also his/her instinct to be able to "sniff" out "good-buy" or "value-for-money" units.
By the way, I have a readily-updated list of "good-buy" studio units in "The Sail" which I can zoom in on those units that match your requirements & email to you.

For your information you still can search for other project near by as now market is still sbit soft but have to see next quarter of this year whether th e market price isa going down then you decided to move in and buy.
