MCST stands for Management Corporation Strata Title. Each strata title property like apartments, condos, etc will have one specific No. The residents/occupiers of that property will pay Maintenance and sinking fund to that strata title no. (eg., Pay to MCST plan no. 1234)

MCST is an abbreviation for Management Corporation Strata Title. It is name given to a management group (made up of proprietors/residents/occupiers of that property) governing any apartments, condos, etc as constituted under the Land Titles (Strata) Act (Cap 158).
It is also a legal entity that control, manage and administer the common property for the benefit of all the subsidiary proprietors constituting the management corporation. In so doing, they usually have a maintenance and sinking fund of your estate.
Hope this helps to answer your question.
