Renovation contractors in public housing estates have found a way to tout for new business and showcase their work by turning newly renovated flats into “showflats”.They are posting notices and advertisements in lifts and on the doors of their clients’ flats, and inviting other flat owners to have a look at the new flooring, paint job and custom-built furniture.
According to the contractors, they have the consent of their clients who have not moved in yet.
In some cases, the contractors offer a discount to the owners of such “showflats” to sweeten the prospect of drawing strangers through their home.
The practice is illegal, but it seems like a win-win situation, as potential clients get an instant view of the finished work and the contractor may be able to nail his next job.
The HDB, prompted by some bothered members of the public, has issued notices to registered contractors against these renovation touts.

I wonder what is so illegal about this practice and I wonder who are these "bothered members of the public"? By the way I am not a contractor
what a creative but illegal tactic can we get from our own contactors.
