One in five or 20 percent of HDB flat buyers are comprised of permanent residents (PRs), but the latest figures available indicate that they form a far smaller minority of the HDB resident population.

Findings from the 2008 Sample Household Survey conducted by HDB indicated that PRs made up 8 percent of the 2.92 million HDB residents in 2008.

Non-PR foreigners comprised another 4 percent, which means 88 percent, or almost nine in 10 HDB residents were still Singaporeans.

Simple calculation will tell 20-8=12% of PR bought the HDB flats and sublet the whole unit. They have either returned to the home country as reported in the media or staying in some private property. Who is the sucker after all?

HDB still insist that Singaporeans comprise the bulk of buyers of HDB flats when actual evidence shows otherwise. In my own opinion, surveys are unreliable sources of information as the results can be manipulated

nine in 10 HDB residents were still Singaporeans??? so why are there plenty of Singaporeans living tents my dear HDB??? i doubt the accuracy of this survey.
