THE Ministry of National Development (MND) is consulting a panel on how it can evaluate town councils.
The panel, made up of representatives of the private sector, national agencies and academia, will advise on developing the Town Council Management Report (TCMR) framework.
The report aims to provide HDB residents with objective information on the work of town councils, using results from a common set of indicators.
MND Permanent Secretary Tan Tee How will chair the panel. There are six other members, including Deloitte & Touche partner Ernest Kan, HDB chief executive Tay Kim Poh and National University of Singapore's real estate department head Yu Shi Ming.
The panel will advise on town council operations and indicators that the framework should include, as well as how to acquire data.
'We will tap the specialist knowledge and expertise of the resource panel,' said Senior Minister of State for National Development and Education Grace Fu. 'The members of the panel will provide insights that complement feedback from the public and town councils.'
The formation of the panel comes after months of consultation with the public and town councils. Across three dialogue sessions that MND and HDB held in June and July, participants generally agreed that indicators in the framework should be transparent, objective and measurable.
They also felt the framework should look at estates' cleanliness, maintenance and financial management. Some suggested indicators include lift breakdown rates and the extent of overdue service and conservancy charges.
Feedback through the Internet was largely similar to that from the dialogue sessions.
The TCMR framework is scheduled to be ready in September and results from the first report should be out in 2010.
