As the Home and Development Board (HDB) has said unambiguously that the Outdoor Display Area (ODA) or corridor area belongs to HDB and that operators can not sublease it to other parties, many questions remain unanswered like:

What preventive ways will be established to assure that operators will not scoff at the rule with impunity?

Whose job is it to enforce and police the non-subletting policy? The HDB’s or the town council’s?

Who will retrieve the earnings from the Marine Parade operators who illegally sublease the corridor area for $1,500 per month? Since the corridor space belongs to it, shouldn’t HDB recover the money from them?

I hope these answered by the HDB soon.
