The recently proposed Town Council Management Report of the Ministry of National Development is designed to involve and better inform the residents of HDB in shaping all housing estates into a better place for all to reside.In reference to this proposal, a homely HDB neighbourhood is not a question of bricks and mortar anymore because HDB dwellers already enjoy the relatively well-managed estates that have resulted in a good quality of life in general.
However, the estate managers need to start considering strategies that will make residents free from annoyance, nuisance and disturbances as the population begin to grow and bigger neighbourhoods are twinned with HDB estates. In order to do this, HDB estate managers will need to observe and go out more frequently. They also need to work more closely in collaboration with other residents and agencies to create the best quality of life and service for the communities in the estate that they handle.
Since residents have a direct influence in the success or failure on the works of the estate management, they should also be assessed in terms of their cooperation with other partners and estate managers in cleaning and maintaining the estate where they live, as well as their ability to maintain peace and harmony among residents.
Additionally, the Town Council Management Report must not be utilised in finding faults of residents, or else it will not succeed in delivering the desired outcome that the residents and the estate managers are seeking.
